AL safety and equipment requirements — the full checklist (2026)
Fire extinguisher, blanket, first-aid kit, emergency numbers, the identification plate, security rules for units above nine rooms, and the signage every Alojamento Local must display.
ASAE inspects on paperwork and on physical requirements. The physical ones are cheap to satisfy and expensive to fail. This is the checklist to walk the property with.
Minimum equipment in every AL
- Fire extinguisher and fire blanket, in accessible locations, within validity date. Keep the inspection tag readable.
- First-aid kit, complete and in date.
- National emergency number 112 displayed clearly, along with your own contact.
- Fire safety instructions and, where applicable, evacuation routes.
- Smoke detectors and, if there is any gas appliance, a gas-safety check record.
- Internal safety rules posted where guests will see them.
The identification plate
Every AL must display the standardised AL plate — the identifying sign with the "AL" marking — visible from the outside of the entrance to the establishment. It must match the modality on the RNAL registration.
The information kit
Guests must be able to find:
- the RNAL number;
- house rules;
- emergency contacts;
- how to access the Livro de Reclamações Eletrónico;
- information on waste separation, where the municipality requires it.
The complaints book information must be displayed in Portuguese and English at minimum.
Structural conditions
The unit must have:
- adequate ventilation and natural lighting in bedrooms;
- running hot and cold water;
- a bathroom with a door, WC, shower or bath and washbasin;
- doors with locks and windows with blackout or curtains;
- furnishings in good condition.
Rooms without a window cannot be declared as bedrooms.
Above nine rooms or ten users
Establishments with more than nine rooms or a capacity above ten users move into a stricter fire-safety regime, typically requiring a certified fire-safety plan and additional equipment. This is a common trap for owners who split a large villa into rooms.
The signage most owners get wrong
1. Plate installed inside the flat instead of at the entrance.
2. Complaints book notice missing the digital-book URL.
3. Extinguisher present but out of validity.
4. Emergency numbers written in English only.
