Getting a Portuguese NIF as a foreign AL owner (2026)
Why every AL operator needs a NIF, how non-residents obtain one, when a fiscal representative is required, and the NIF steps that unlock RNAL, SIBA and municipal tax portals.
Almost every compliance step in Portuguese short-term rental starts with a NIF (Número de Identificação Fiscal). No NIF, no property purchase, no RNAL registration, no invoicing, no Finanças login — and therefore no SIBA and no tourist tax portal.
Who needs one
- The property owner, to buy and to hold.
- The operator of the AL, if different.
- Company operators use a NIPC obtained on incorporation.
A spouse who is a co-owner needs their own NIF.
Resident vs non-resident
A NIF is issued to residents and non-residents alike. The difference is administrative:
- EU/EEA non-residents can generally register a non-resident NIF with a contact address abroad.
- Non-EU non-residents are typically required to appoint a fiscal representative resident in Portugal, who receives official correspondence on their behalf. There is a digital-notifications route that can remove the practical need for representation for some taxpayers — ask your accountant which applies to you.
Once you become tax resident, you must update your address status at Finanças. Keeping a non-resident NIF while living in Portugal creates problems later.
How to obtain one
1. In person at a Finanças or Loja do Cidadão desk, with passport and proof of address abroad. Same-day issue.
2. Through a lawyer, accountant or fiscal representation service with a power of attorney — the standard route for buyers still abroad.
You will also want Portal das Finanças credentials (password issued by post to the registered address) and, if eligible, Chave Móvel Digital. Balcão Único do Turismo logins use these — without them you cannot register the AL yourself.

Break any link and the chain stops. Most foreign owners stall at the Finanças password, because it arrives by post to the address on file — if that address is abroad and outdated, nothing moves.
Practical advice for overseas owners
- Get the NIF and the Finanças password before the purchase completes.
- Keep the registered address current, or opt into digital notifications.
- Use a fiscal representative you can actually reach.
- Do not let the estate agent register the AL in their own name "temporarily" — the registration belongs to the operator, and untangling it later is the transfer procedure.
