Surviving neighbour complaints and ASAE inspections as an AL host
Noise complaints, ASAE inspections and the Livro de Reclamações can shut down an AL operation overnight. Here's how to stay on the right side of the rules — and what to have ready if an inspector knocks.
Most AL operators will go years without an ASAE inspection. And then one day a neighbour files a complaint, and suddenly you have 48 hours to produce documents you didn't know you needed.
This is a short, practical guide to surviving that moment.
What can actually trigger an inspection
- Neighbour complaints about noise, rubbish or parking — by far the most common
- Anonymous denúncias filed online via the ASAE portal
- Municipal sweeps, where the câmara checks compliance across all AL units in a freguesia
- Random spot checks, especially in tourist-heavy areas during summer
An ASAE inspector arriving at your door (or your guest's door) is not a friendly visit. They will ask for documents. If you can't produce them on the spot — or within the deadline they set — you get fined.
What they will ask for
The standard list:
1. Licença de AL — the registration certificate from the câmara
2. Seguro de Responsabilidade Civil (mandatory civil liability insurance, currently min. €75,000 cover)
3. Livro de Reclamações Eletrónico access proof
4. Comunicações ao SIBA for the last 6 months — proving boletins were sent on time
5. House rules in Portuguese, English and (ideally) one other language, visible inside the property
6. Information booklet for guests including the AL number, emergency phone numbers and the nearest hospital
7. Fire safety — extinguisher with valid inspection date, smoke detector, escape plan
The Complaints Book — the one almost nobody knows
Since 2017 every AL has been required to provide guests with access to the Livro de Reclamações Eletrónico — Portugal's electronic complaints book. A printed sign with the QR code must be visible inside the property.
When a guest files a complaint:
- It is sent to the relevant authority (Turismo de Portugal, ASAE, etc.) within 15 days.
- You must respond, in writing, within 15 days.
- Failure to respond is treated as an admission and triggers an automatic process.

How to handle a noise complaint before it becomes an inspection
- Reach out to the neighbour the same week. Most issues die there.
- Document the conversation in your own notes.
- Add an automated message to your check-in flow setting house quiet hours (usually 22:00–08:00).
- If complaints repeat, ban parties explicitly in house rules and in your OTA listing.
Most ASAE actions against AL operators in 2024–2025 started with one neighbour who felt ignored.
