Tourist tax in Porto: rate, exemptions and how AL hosts declare it
Porto raised its municipal tourist tax to €3 per guest per night in March 2025, capped at 7 consecutive nights per stay. Neighbouring Vila Nova de Gaia and Matosinhos charge €2 on the same architecture — which catches out hosts with units on both banks of the Douro. What Porto's tourist tax is
Porto's Taxa Municipal Turística is a per-guest, per-night charge on overnight stays in registered accommodation inside the concelho do Porto, collected by the operator and paid over to the Câmara Municipal do Porto.
It launched at €2 in 2018 and rose to €3 in March 2025, making Porto the second most expensive tourist tax in Portugal after Lisbon.
The Porto metropolitan area is not one tax zone: Gaia and Matosinhos operate their own taxes at €2, so the correct rate depends on which side of the municipal boundary the unit sits.
Who pays and who is exempt
- Guests aged 13 or over staying overnight in registered accommodation in the concelho do Porto.
- Guests aged 12 or under are exempt.
- Stays for documented medical treatment, and one accompanying person, are exempt under the municipal regulation.
- Only the first 7 consecutive nights of each stay are charged.
- Hotels, hostels, AL apartments and rooms are all in scope — the accommodation type does not change the rate.
When the Porto declaration is due
Monthly, per registered establishment, after the month of the stay.
The declaration reports total nights, taxable nights, exempt nights and the amount collected.
Stays crossing a month boundary are split by the nights slept in each month.
Null months must still be declared once the property is registered.
What the filing needs
- RNAL number and address of the unit, inside the concelho do Porto.
- Total dormidas in the month and taxable nights at €3.
- Exempt nights with the reason (under-13, medical, over the 7-night cap).
- Amount collected and amount payable.
- Operator NIF and responsible contact.
Common Porto mistakes
- Still charging €2 — The rate has been €3 since March 2025. Update your listing copy and your arrival paperwork.
- Applying the Porto rate in Gaia — Gaia and Matosinhos are €2 and file with their own câmara. Set the municipality per property.
- Charging past night 7 — The cap is per stay: a 10-night guest pays €21, not €30.
- Forgetting the under-13 exemption — Collect dates of birth at check-in — the exemption needs to be evidenced, not assumed.
- Reporting the tax as revenue — Exclude it from AL turnover and from the revenue figure sent to INE's IPHH survey.
- Filing one declaration for several RNALs — Each registered establishment declares separately, even in the same building.
